I think that means it will be locked to the first sim carrier that goes into it.The phone is in pristine physical condition and has never ever been activated. However, the phone has a big problem. It has a boot loop. When you turn on the power button it does nothing. Only when you plug in a charger, then the Apple logo comes on, but it remains in a boot loop cycle.
