Hershey said draft registrants who violated the Selective Service Act or related regulations should lose their deferments "in the national interest", he ignited a storm of protest. As Director of the Selective Service Board, Hershey has called up America's men for three wars, under legislative regulations which cannot be altered by protests or demonstrations. In Madison, Wisconsin, one month later, some 100 anti-war demonstrators from the University of WIsconsin, shown reflected in the front door of their goal, filed through the Selective Service office to protest the Vietnam War.
